PhD. Oscar Medina, Doctor in Engineering – Argentina

Tema: How blockchain and cybersecurity are transforming the digital world.

Oscar Medina, Doctor in Engineering, with a specialization in Information Systems, with a thesis entitled “Definition of Patterns Based on Best Practices for the Development of E-Government Systems”, graduated from the Universidad Tecnológica Nacional – Facultad Regional Córdoba, Argentina. He is a member of the Scientific Researcher Program, Category C at UTN, and participates in the Incentives Program of the Ministry of Education of Argentina, Category V.

At UTN FRC, Oscar Medica serves as an Adjunct Professor for two 5th-year courses, Coordinator of the Diplomatura in Blockchain and Digital Finance, co-founder of CIDS (Center for Research, Development, and Transfer of Information Systems), and Director of the CIDS Blockchain Lab. Additionally, he is an Associate Professor at Universidad CAECE and Coordinator of the Ibero-American Network RIBCi-CYTED.

Dr. Erwin Jairo Sacoto Cabrera is an Electronic Engineer. – Ecuador

Erwin Jairo Sacoto Cabrera is an Electronic Engineer, with postgraduate studies in Telecommunications Law and Management, and a Ph.D. in Telecommunications. He currently serves as Director of the Systems Engineering program at Universidad Politécnica Salesiana (UPS) in Cuenca.

ACADEMIC BACKGROUND: He has led advanced research projects in IoT (Internet of things), LoRaWAN networks, TR-069, Fog and Edge Computing, multi-user/multi-company platforms, digital transformation, and smart cities. In addition, he has served as a technical auditor and advisor for entities such as ETAPA-EP and ARCOTEL, and worked as an electronics analyst at Compañía Ecuatoriana del Caucho.

PhD. Omar Gustavo Bravo Quezada, is an Electronic Engineer -Ecuador

Tema: Successful Gamification Experiences in University Students.

Omar Gustavo Bravo Quezada, Ph.D., is a researcher and professor at Universidad Politécnica Salesiana (Cuenca, Ecuador), affiliated with the Cloud Computing, Smart Cities & High Performance Computing research group. He holds a degree in Electronic Engineering, a Master’s in Telecommunications Management, and a Ph.D. in Information Technologies. He is currently involved, both as principal and co-investigator, in projects related to IoT, LoRaWAN, semantic networks, and virtual reality applied to cultural heritage and road safety education.

His academic output includes articles and conference contributions at international level on these topics, with a particular emphasis on intelligent urban water management and immersive platforms for Cuenca’s cultural heritage.

PhD. Joicy Anabel Franco – Ecuador

Tema: Advanced wound management in older adults with self-care deficits

Joicy Anabel Franco Coffré is an Associate Professor in the Nursing program at Universidad de Guayaquil and a part-time faculty member at Universidad de Especialidades Espíritu Santo. She holds a Bachelor’s degree in Nursing, a Doctorate in Nursing Science, a Master’s in Quality Assessment and Certification Processes in Higher Education, and a Master’s in Health Services Management.

She has 15 years of experience teaching in Nursing programs and has contributed to research focused on public health and education. Her work includes studies such as “High School Graduates’ Preferences When Choosing a Technological or University Degree” (Guayaquil, 2022). In 2024, she participated in research on predictive factors of compassion fatigue in nursing environments, among other lines of investigation related to the social image of nursing, nursing program accreditation, and clinical practice areas including skin care, wound management, and ostomy care.

Conference Topic: “I Am Julieta”: An Artificial Intelligence–Driven Wearable Device for the Prioritization of Patients at High Risk of Breast Cancer

Sergio López Isaza, Biomedical Engineer and Master of Science in Biomedical Engineering, currently serves as Chief Technology Officer (CTO) at SalvaHealth, a Colombian startup dedicated to technological innovation in healthcare, with a particular emphasis on the early detection and prioritization of patients at elevated risk of breast cancer.

In his capacity as CTO, Mr. López Isaza oversees the development of hardware and software, the design and implementation of artificial intelligence algorithms, and the integration of medical validation processes for the Julieta device. Under his direction, the team has achieved substantial progress in the construction of the device, the development of an application for diagnostic test acquisition and management, and the execution of clinical trials in collaboration with SURA, one of Colombia’s leading healthcare insurance providers. To date, these clinical studies have included more than 1,300 patients, across four cities and over thirteen healthcare institutions.

Mr. López Isaza has also been invited to present his research and professional experience at the 2nd International Congress on Artificial Intelligence in Higher Education, organized by the University of Puerto Rico.
